Background of the project:
Civic participation of marginalized youth is a central issue on policy agendas around the world. Recently, it has become even more important due to the pandemic, which, however, has also encouraged the acceleration of digitization of public services. EGOV4YOUTH intercepts these challenges by creating E-GOV skills and tools for local development aimed at facilitating collaborative youth/ Public Authorities processes in decision making.

EGov4Youth creates training for NEET youth in E-GOV focusing on technologies for E-Governance, digital civic participation, open data and transparency, safety and ethics, and resources for local development. In addition, the project activates collaboration between youth and Public Authorities in developing E-GOV tools for youth civic participation in decision making and creates long-term alliances between Public Authorities, youth associations, research, and the private sector.

The project specific objectives:

  1. Identify block points, skill gaps and the expectations of young people and the authorities e-governance issues for local development: an European survey on youth involvement in local E-Governance will be conducted, focused on two key aspects: the youth perspective (E-GOV knowledge, skills, security, transparency, interest in getting involved online, etc.) and that of the Public Authorities (management of E-GOV services, challenges, skills, initiatives in the pipeline, suggestions for improvements, etc.)
  2. Overcome block points through innovative training, networking and processes of co-creation: it will be created and tested the EGov4Youth training program aimed at young people, with priority given to those high risks of exclusion, i.e. NEETs aged 24-29. The training program will be:
  • structured on 6 modules which will cover the topics identified during the need analysis phase (E-Gov principles, tools and technologies, civic participation and engagemnet, open data, security/ethics, tools for local development);
  • developed in line with Europass and Youthpass and with a “blended” methodology (face-to-face, Work-related training actions Based and online resources)
  • total duration of 39 hours, of which 24 training + 15 Work-Based
  1. Ensure the sustainability of the project results over time and after conclusion of the project – through:
  • Massive Online Open Course (MOOC), a powerful OER for training in the E-GOV sector, which will be based on the 6 modules of the path already tested and validated. The MOOC will make training free, accessible to anyone and anywhere any time
  • EGov4Youth Platform – it will be a powerful tool at the service of local communities, co-designed by young NEETs and public officers. In short, a real bridge between PA and young people interested in contributing to local development through ideas, proposals, initiatives and debates. The platform will be structured into three macro-areas, namely: 1) consultation area on “youth-related topics”; 2) “local maps of youth resources” area in which they will be recorded and highlighted cultural, sporting initiatives, events, opportunities, etc.; 3) bottom up: young people’s proposals and ideas for community development locals
  • Creation of permanent alliances between local Public Authorities, partners, youth associations, research organizations and the sector private, for the benefit of Public Authorities who want to integrate the platform into their offering of public services

Targeted Project Results:

  • A research report on barriers, skill gaps, and innovative solutions in E-GOV;
  • A training program targeting NEET youth (prioritized highly skilled aged 24/29, i.e., at higher risk of exclusion);
  • Massive Online Open Course (MOOC) and 1 dialogue platform for decision making between youth and PA, co-developed by youth and institutions; 1 permanent network mechanism for bottom-up co-design of youth-driven local development policies.
